During the television broadcast on CBS, Gary Danielson explained there was no call for targeting because Noil, as the kick returner, was not considered to be a defenseless player. Okay, fair enough, but perhaps the entire targeting concept should be reviewed the next time the rules committee gets together, and perhaps we can consider some other type of enforcement for such a hit.
