An NFL rules committee has voted against a proposed major rule change that many players, fans and media say is necessary.
NFL Network’s Ian Rapoport reported Tuesday that the NFL’s competition committee did not approve a proposal that would have made roughing the passer calls reviewable.
The committee reviewed that issue at the NFL league meeting, which runs through Wednesday in Phoenix. If the committee had approved the proposal, 24 NFL team owners would have had to vote in favor for the rule change to be adopted.

The Los Angeles Rams proposed the rule change, but it had broad support among players and fans, after several high-profile plays last season caused an uproar. One notable play happened in the Tampa Bay Buccaneers vs. Atlanta Falcons game in Week 5.

In the Monday night game that week, Kansas City Chiefs defensive star Chris Jones got flagged for roughing Las Vegas Raiders quarterback Derek Carr.

Despite the controversial calls last season, the proposed rule change had reportedly faced an uphill battle. Judy Battista of NFL.com reported Sunday that the measure would likely fail.
Owners will consider several rules proposals at the NFL's annual meeting. As the meeting begins, does not seem to be enough support for making roughing the passer reviewable by replay, according to a person familiar with the Competition Comm. conversations.
