With no obviously franchise-changing player at the top of this year’s NFL Draft, the Tennessee Titans may give up on the No. 1 overall pick altogether, ESPN’s Adam Schefter reports.

Most mock drafts have Tennessee taking either Ohio State defensive end Joey Bosa or Mississippi offensive tackle Laremy Tunsil if they hold on to the No. 1 pick, but many analysts think the Titans would be better off trading the pick for a package that would allow them to fill multiple holes.

Unlike many teams near the top of the draft, the Titans don’t need a quarterback, having selected Marcus Mariota second overall last year. A team like the Browns, 49ers, or Rams could jump into the top spot to snag California signal-caller Jared Goff. Goff is widely projected to go to Cleveland with the second pick.

If the Titans do hang on to the No. 1 pick, they’ll likely decide between Bosa, considered the best talent in the draft, and Tunsil, who fits arguably their biggest need.

What to do with the top pick will be the first major decision for general manger Jon Robinson, who was hired last week. The Titans have won only five total games over the past two seasons and have not reached the playoffs since 2008.
